The EU programme for the Competitiveness of Enterprises and Small and Medium-sized Enterprises 2014 – 2020 - (COSME)

The European Union and the Republic of Moldova signed the Agreement on the participation of the Republic of Moldova in the Program for the Competitiveness of Enterprises and Small and Medium Enterprises 2014 - 2020 (COSME) on September 29, 2014. Thus, Moldova is the first member country of the Eastern Partnership to join COSME.

COSME is the EU program for the competitiveness of enterprises and SMEs directly managed by the European Commission which runs from 2014 to 2020. The COSME program reflects the political will of the European Union to recognize the central role of SMEs in the economy. and aims to support entrepreneurs in the following areas:

Component I. Facilitating access to finance

Component II. Supporting internationalization and access to new markets

Component III. Creating a favorable environment and improving the framework conditions for the competitiveness of enterprises

Component IV. Encouraging entrepreneurship

The Republic of Moldova is eligible for COSME instruments under Components II, III and IV. Existing financial instruments under Component I, such as the loan guarantee mechanism, are not accessible to SMEs in the Republic of Moldova. The Enterprise Europe Network (EEN) is COSME's main tool for supporting SMEs through the services provided by the 600 member organizations of the network. Starting with 2015, Enterprise Europe Network is available in Moldova through the 4 National Contact Points:

1. Chamber of Commerce and Industry (CCI)

2. Organization for Small and Medium Enterprises Sector Development (ODIMM)

3. National Agency for Research and Development (ANCD)

4. Technology Transfer Network of Moldova (RTTM)

The National Contact Points offer the local business environment the opportunity to be acquainted with new markets for products and services, access to these markets, practical advice for business internationalization, technology transfer and innovation development. COSME also provides business support institutions, associations, clusters or SMEs with access to regular thematic calls for proposals under the Program. Usually, these calls require international partnerships, complex documentation and are focused on socialization activities, partnership building and the „know-how” exchange between the countries participating in the program.
